Advancing Prehospital Care

Sussex County Emergency Medical Services is committed to continually advancing the way prehospital care is delivered. Our system evaluates new clinical practices, technology, equipment, specialized capabilities, and operational improvements with one goal in mind: providing the best possible care to the people we serve while giving our paramedics the tools and resources they need to succeed.

The initiatives highlighted below represent some of the programs currently shaping the future of SCEMS and demonstrating our commitment to remaining a progressive, evidence-informed EMS system.

Whole Blood Program

SCEMS’s Whole Blood Program brings an important hospital-level resuscitation resource directly into the prehospital environment. Whole blood allows paramedics to begin blood-product resuscitation in the field for qualifying patients experiencing life-threatening hemorrhage rather than waiting until arrival at a trauma center or hospital.

The program requires much more than carrying blood on an EMS unit. It incorporates specialized storage and temperature monitoring, clinical protocols, provider education, quality assurance, and coordination with healthcare and state partners. The result is a system designed to deliver an important resuscitation capability when minutes matter.

New 2026 Initiatives

Instrument-Assisted Thoracostomy

SCEMS has expanded its resuscitation capabilities through the implementation of instrument-assisted thoracostomy for adult patients in cardiac arrest when clinically indicated. The initiative provides paramedics with an additional method of rapidly addressing suspected tension physiology during resuscitation when traditional treatment may be insufficient.

Implementation included provider education, equipment deployment across the response system, and integration into clinical practice. The initiative represents SCEMS’s continued evaluation and adoption of advanced prehospital procedures when they have the potential to improve care for critically ill patients.

Next-Generation Response Vehicles

SCEMS is beginning the next generation of its paramedic response fleet with the transition to Chevrolet 2500 pickup trucks equipped with Iconic service caps. The new platform provides increased space for the medical, rescue, communications, and operational equipment required of today’s paramedic units while creating a more flexible vehicle design for the future.

A major advantage of the system is its transferable service cap. When a truck reaches the end of its service life or must be replaced following significant damage, the equipped cap can be removed and installed on a replacement chassis. This can substantially reduce the time and expense associated with completely outfitting a new response vehicle.

The new design represents more than a change in vehicle—it is an investment in fleet sustainability, equipment capacity, and long-term operational readiness.

Tactical Emergency Medical Services

SCEMS is developing its Tactical Emergency Medical Services (TEMS) Program to expand the department’s ability to provide advanced medical support during specialized law-enforcement operations and high-risk incidents.

Selected SCEMS paramedics receive additional education designed specifically for providing medical support within the tactical environment. This includes attendance at Tactical Medical Practitioner (TMP) training, where providers develop skills in tactical medicine, casualty care, operational integration, and medical support in complex environments.

The TEMS initiative builds upon the clinical experience of SCEMS paramedics while preparing a specialized group of providers to work alongside public-safety partners during incidents where traditional EMS operations may not be sufficient.
